Leeds United Planning Application Update For Elland Road — Leedsunited.com 23/12/25
Leeds United Football Club are today pleased to be able to share further information with supporters regarding the planning application which was submitted to Leeds City Council last July for the enhancement of Elland Road Stadium.
The application included a detailed plan for the West Stand,
along with an outline for the North Stand for the evolution of Elland Road
taking the overall capacity to approximately 53,000, with greatly improved
general admission and hospitality facilities to help the club meet demands for
tickets, with 26,000 supporters currently on the season ticket waiting list.
Public consultations held prior to the submission of the
planning application with supporters and the local community, which were
overwhelmingly in favour of the proposals. In total 98% of respondents
supported the club’s overall proposals to enhance Elland Road Stadium, 97% of
respondents supported an increase in capacity, 98% of respondents supported the
design plans and 99% of respondents supported the economic benefits that would
delivered locally.
Away supporters update
The club are pleased to confirm that away supporters will
remain housed within the West Stand both during and after the potential project
is completed, and that the entirety of the seating behind the South Stand goal
will remain home supporters only. Everyone at the club recognises the impact
the support of the South Stand can have on the pitch and how this helps Elland
Road create an atmosphere which is envied across the whole world.
This comes after consultation with supporters, supporter
groups, the Supporter Advisory Board, relevant safety organisations, the
Premier League, and various architects and project advisors. Leeds United would
like to thank all supporters who took the time to provide constructive feedback
and thoughts over recent months, which is greatly appreciated.
Highways update
After extensive discussions with Leeds City Council Highways
Department, Leeds United are pleased to have received support for the planning
application. The club can today announce one of the most significant Section
106 agreements, which will fund highways improvements around Elland Road and
the city of Leeds. A sustainable and dynamic travel plan will also be
introduced by the club, which hand-in-hand will help address transport and
parking issues around Elland Road Stadium on a matchday.
Decision update
The Planning Officers Report issued on Monday 22nd December
2025 has recommended the project for approval. A Plans Panel meeting is now
scheduled for Thursday 8th January 2026 at 1:30pm at the Civic Hall, Leeds,
after which it is hoped the planning application for Elland Road Stadium will
be fully approved.
A further communication will be made following the decision
of the Plans Panel after Thursday 8th January 2026 with the outcome. The club
